The term public procurement refers to EEA-based regulations on the purchase of goods and services to government agencies, municipalities and publicly controlled enterprises. The case processing in public procurement shall take into account non-discrimination and equal treatment of suppliers and service providers among themselves.
If the procurement has a value above the EEA threshold value (NOK 2.05 million for the purchase of goods and services in the municipal sector), it is obligatory to announce the contract in the entire EEA area. In addition, there is an obligation to follow the strictest EEA rules in the Procurement Regulations Part III.
